Looking for a DIY tubing trip on the river close to NYC . What are good launch and land spots for a couple hour trip that are free access with parking lot

So after one gets selected for an apartment , sees the property - there is a packet that is sent with requests for Tax return , credit report and ATTACHMENT N-2: PRIMARY RESIDENCE CERTIFICATION which states:

"I understand that, if approved for the above listed development, all members of my household must surrender any unit where they are currently residing prior to moving into the rental affordable unit. Each member of my household who leases rental residential real property will terminate the lease for and surrender possession of such rental property prior to or at the time of move-in"

my question is - where in the process of getting an apartment is this? and how long from here ?

What documents do they need to prove that you have moved out / terminated a prior lease ? and how strict are they - because moving out one apartment before having another sounds ridiculous.
