What is happening to my roses?

I have an elfe and harlekin variety at a southwest facing balcony in europe. The weather has not been kind, it is around 20 degrees during the day, but just a week ago, it was freezing during the night.

I noticed that some branches have dried, some leaves got yellow and now there is a fine webbing, but otherwise the leaves (undersides) are looking clean to my eyes (altough my vision is poor).

I have planted the elfe last october, the harlekin in the end of march. Same perlite, soil mixture with the same amount of slow release fertiliser.

What is wrong with my rose bushes, what can I do to make them thrive?

Roses are on a southwest (Europe) facing balcony (outdoors) so they are fairly sunny, they get around 5 hours of sun now. Altough there have been some frost demage in the area now. But the temp is around 18 degrees now

They have been watered as needed, when the soil became dry at 5 cm depth.
