I could have sworn that at some point in the last six or seven years, there was an update to the 7110.65 that said something along the lines of "IFR cancellation can be solicited and the pilot can make the determination to cancel if they are in VMC conditions."

An example I can think of is if a GA aircraft wants to do multiple IFR practice approaches at a satellite airport in a busy airspace, so we tell them that we can't do it IFR and if they cancel, we can do the multiple approaches.

Anybody know if this is true and if it is where can I find it?
