Membrane coming through gravel

The previous owners of our property put down this gravel patio, but the weed membrane underneath (and it looks like some kind of blue tarp) seems to be coming up over the gravel and looks awful. As you can see there are also still a lot of weeds/tufts of grass that come through anyway so I don’t think the membrane is actually doing much, and in some areas the gravel is pretty thin and it looks like there’s just soil underneath. The end of the patio leads on to our lawn so the “edging” looks to be just the end of the tarp/whatever material they used underneath.

We want to replace this with patio flags eventually but we don’t have the money right now. We’re tempted for now just to add more gravel to fill it out, cut off some of the material sticking through and deal with it properly next year, but I’m not sure that’s the best option. I’m also not super clued up on landscaping so please forgive me if that idea sounds silly!

Any advice on what the best way to deal with this would be without breaking the bank?
