The taser never gives you a positive advantage in a match- it only diverts attention to the security guard, and they have NOTHING to defend themselves with. The killer has a faster walk speed, so they can just walk towards you and use whatever ranged moves they have.

The camera is actually fairly decent. It gives you good map control, as you get to see where the killer is at any time.

They need to rebalance the security guard imo, as both moves are extremely niche and are hardly beneficial (compared to the other characters).
