Would love to paint plaster walls in bathroom

I have a new-to-me plaster wall house. I live at high elevation in the mountains - it is very, very dry. {{ As a side note- this is the only place I’ve been where relative humidity sensors have read “0%”. }}

The plaster walls had been painted a few times. And whatever was done in the bathrooms, has failed. The paint is flaking off in chunks all over that bathroom. I suspect it was the kind of drastic swings from high-humidity to bone dry that did it in?

But. I have help tomorrow and would like to sand (I think?) the flaking paint off, repair, clean, mist layer where needed, prime, and paint. My long-term dream is Tadelakt or similar but for now (next five years or so). I’d like to make it look respectable.

Maybe of note:
Plaster is exposed in some small spots near the shower and appears water-damaged,
I am in the US, if that helps product names,

Can you experts recommend steps, sequence of steps, and products?
