Are data removal brokers not a catch 22?

I've been looking into a few companies like this recently after a spate of spam callers that seemed to know far more about my current situation than I liked, but I keep coming back to the same question that I can't find a good answer for.

If I'm giving all my personal data to a removal broker, what's to stop them from selling/releasing it as soon as I stop using their service?

I have tried googling it & even had a nosey through the TOS but I keep being referred back to how much data they remove everywhere else, but nothing about the data they hold themselves.
