Someone left this on my bike while I was working today. There are usually a lot of bikes when I get off early so everyone makes space for each other. I left room for others to park beside me. Not quite sure what the problem was??

This is a 2016 ninja 650. Just trying to figure out where these 2 plastics connect to. I’ve been searching everything and cannot seem to find it anywhere. Please if you have any suggestions don’t hesitate to share!
