permanent solution to fix VAR....
reviews to ONLY be initiated by manager.
give the managers two or three "blue" cards at start of game (or whatever color) - so they can be given to 4th official at any point during match. once out of cards, that's it - out of chances to ask for review. and make ANYTHING reviewable (beside the obvious penalties, offsides and red cards).....so yellow card incidents, foul throws, goalie's moving prematurely, etc. ANYTHING.
doing it this way takes the onus off of refs having to call out their 'mates', which i think is the real crux of the problem. as it is right now, we are basically asking "co-workers" to indict their fellow co-workers in front of millions of observers, by pointing out their mistakes or fuck-ups for everybody to see.
if we instead relieve the refs of that burden of 'narcing' on each other, and put it in the manager's hands instead, i think the refs will be more inclined to make honest assessments of the circumstances.
and if there is a genuine incident towards end of game in which VAR should be used, but the team is out of 'blue' cards. then too fucking bad. should have used them more wisely or judiciously.
i honestly believe this would fix everything wrong with VAR.
