How deep do trees typically need to be planted?

I just called 811 because I’m going to be doing some planting. I told them I would be digging 12” deep or less but I was really thinking about the gardening I’ll be doing not the tree as I plan on doing that a few weeks later but now I’m wondering what is the likelihood I will have to dig deeper than that to plant a tree? It will be a young tree probably in a pot I’m not sure what kind yet but the ones I’ve looked at have all had 11” deep or less pots.

On a side note I was also thinking about planting the tree a bit below ground level to fix drainage issues on my front road sidewalk but have decided against it. Any thoughts on that? The tree is going between the sidewalk and curb either way. The sidewalk floods because the ground is higher on both sides. My thought was I’d remove a few inches of soil around the tree and the water will drain past the tree to the road because I’m pretty sure the curb is lower than the sidewalk. But then I read that planting a tree directly in a ditch can be bad for it so now I’m thinking I’ll just plant the tree at ground level and make a separate small ditch nearby
