Did drug pushers really used to give free samples?

I'd love answers from anyone, but I think I'm specifically asking any Americans who grew up in the 70s to late 90s. I'm in my late 20s and from NJ. Growing up I was familiar with the DARE program and the antidrug PSAs. They sometimes featured the titular pusher character that offered drugs to kids to get them started/hooked. This archetype was in cartoons and movies as well.. I'm sure that's why the character type has always stuck in my head as a funny/creepy dude that walks the streets in a trench coat. Now, I'm assuming there's more nuance and this character was to be more metaphorical than literal..
Only 3 times while out in public has anyone I'm walking passed ever said "aye bro I got some loud". Or *something something*-Price.... Brother that shit's not free.
I started smoking weed at 24ish and no one is offering anything for free. Was it chill to spark up with your plug often back in the day?
