There's an older man who stays in a small storage structure outside Love Christian Fellowship Church on 7th Avenue in my neighborhood. Whenever people walk past, he shouts and curses at them, and a lot of what he says is racist. It's happened to me more than once and it's made walking past that block uncomfortable.

I'm thinking about reporting it, but I'm not sure what the right approach is. Is this something to call the non-emergency police line about? Should I contact the church first, since he seems to be on their property? Has anyone dealt with something like this before? Any advice appreciated.
