How much does running in the heat actually set your fitness back?

I've been running through a hot summer and every workout this month has been slower than the same workout in May, sometimes by 40 seconds a mile at the same effort. i know heat costs you pace in the moment. What I can't tell is whether the training itself is still doing something or whether I've spent two months maintaining at best.

For the people who've trained through a lot of summers, what did you see when the temperature finally dropped?
