Why do we care more about dogs in this heatwave than children and babies?

In the midst of these ongoing heatwaves here in the UK, I keep seeing adverts everywhere talking about how to keep your dog safe and comfortable in the heat. yet I’ve seen nothing about babies and the elderly… I have a toddler who recently got very bad heat rash due to the high humidity and hot nights. But as a society it seems we care more about keeping dogs comfortable than keeping babies and other fragile people safe. Also, why just dogs? What about other animals or wildlife?
