Parents neighbours planted a “hedge” many moons ago. (NE england) What hope do they have now?

Parents lived in this house for 30 years + in the north east and neighbours bought from a nice old couple who we grew up around. They took out an orchard at the back of the garden and a well kept garden to plant a lawn on it. I can’t argue taste. It’s up to them but I’m just painting the picture. They then decided raise planning for an extension so they could have a big conservatory at the back, except at the time my parents discovered it would run a floor height at exactly the top of the boundary wall. Naturally they objected and the council agreed. They took this personally and proceeded to build something within the regs but then also determined to put down a “hedge” for “privacy”. As you can see, the hedge is not a hedge but a forest they placed against the dividing wall. At one stage there was a blockage in the waste pipes underneath the property and this was found to be due to one of the “hedges” having developed roots that had cut right through the clay pipes.
The hedges now tower over and into my parents garden. At least 30 ft high in some places. What chance do they have to regain some sunshine? Or are they doomed ?
