Hello everyone!

I'm reaching out here to see if anybody could help me on a recent moped purchase. I bought a moped from a Rhode Island dealership paid 1500 out the door price for the moped. This included $1300 for the moped and a $200 documentation fee. I received temp tags for the moped and went about my way. I went today to the DMV to get tags on my moped and was informed by the lady at the counter that I wasn't supposed to get charged a document fee because my purchase wasn't over $10,000. She said I could reach back out to the dealership and get a refund for that if they refuse, I could submit a complaint with the dealership commission. So my plan is to type up an email to the dealership to kindly get some clarification on this. My issue is I would like to cite the statue for this rule, but I cannot find it online. I did find this Providence journal link but it's behind a paywall. In the Google search preview, it says the statue could be found under section 6 subsection N. I try to get some more information on this, but it was not able to find anything. Does somebody have any knowledge of what the law is on this?
