Wondering if anyone can help me understand! New build realtor tried but I only ended up more confused unfortunately!

He is stating that I will have a closing costs of 16k, which I see but I thought the credit of 7,606 (from the loan overpayment) decreased the closing cost to the $8,393. He said that isn't the case though. That I still pay the whole 16k + my down payment at closing.
