Can you request that employees have access to funds in the event of an emergency

We currently have an employee that delivers our products around the country. We give him a company fuel card that he can use as necessary. However, he refuses to bring his own personal card with him on his journeys. There have been a couple of incidents now where:

  1. The fuel card has not worked for an unknown reason. (This happened close to our works so someone could go and use a different fuel card)

  2. He has broken down, the vehicle has been recovered, but he has not been dropped off at home/back at work. (Had to drive 3 hours to pick him up)

In both of these situations it would have been easier if he had paid using his own money, and would have been promptly reimbursed, or money could have been transferred to him immediately if he had limited personal funds.

My question would be, is it reasonable and legal to require him to carry his bank card or some sort of access to emergency funds with him when travelling for work?
