I'm looking to see if anyone has successfully replaced windows in an Avondale home. We have tried twice and the city keeps saying no. The frames are so rotten that air is flowing right through them. Has anyone come up with the right wording to replace these windows with an energy efficient replacement? I know we have to stick with a windows that has the same look which is no problem, just don't want to spend the time and money to repair a window that doesn't improve energy efficiency.
