Floppy Hydrangeas

Help! What do I need to do to prevent these from floppy from the weight of the flowers? I did a heavy pruning last year after this happened for the first time but it’s still happening. Do I just need to do a hard prune in the fall? How do I make the stems stronger? There is way too many bushes to use stakes.
