I have exhausted all 3 of my H1B lottery attempts and I am planning to join a Day 1 CPT university in December.

With the recent discussions around ending Duration of Status (D/S), I am trying to understand whether these changes could affect students who are doing a SEVIS transfer later this year.

Would the new rules apply to people already maintaining valid F1 status and transferring their SEVIS in December? Or would it be safer to join the university earlier instead of waiting until December?
