I have a partial scholarship for my study should I mention only my bank balance or bank balance + funding package in the 'funds available for stay in canada' field of imm129?

I recieved a conditional offer letter with the condition being that I complete and submit my completed degree and transcript (I completed all semesters but awaiting final result publication and award of degree which will come before commencing the program but I don't the general recommendation is that I submit my application early)

Can I apply for canada study permit if I am awaiting my bachelor degree certificate?

The university stated that they do not give a new offer letter even when I fulfill requirements

[edit] The tentative date of my award of degree is mid June and my program starts by first week of September
