The bolt on my upper control arm seems loose and I can't get the nut to tighten or loosen on or off of it. Does anybody know why that could be and how to fix it if it needs fixed?

When driving normally everything is fine but when accelerating especially half throttle it makes this weird like popping or choking noise. Been having issues with my intake falling off but I got it back on there good before this video and still doing it so not sure if related. Almost sounds like a misfire maybe but I don't know cars well🤷‍♂️
