OConus to Conus PCS pay

We PCS’d from OCONUS to the CONUS on 30 June 2025. We departed OCONUS and arrived CONUS the same day and checked into temporary lodging that night. Finance treated 30 June strictly as a PCS travel day and paid $92 total, stating lodging is not reimbursable because TLE and PCS travel per diem cannot overlap on the same day (I have a dependent spouse and a pet)
From my understanding:
PCS travel day per diem should include member (100%) plus dependent spouse (75%)
TLE begins once occupying temporary lodging at the gaining location
Lodging, taxes, and one pet fee should be reimbursable under TLE beginning the following days
Current issue:
Only $92 was paid for 30 June
TLE/M&IE calculations for subsequent days appear inconsistent
Finance initially applied an F&F rate based on an assumed extra night before recalculating
Has anyone dealt with same-day OCONUS arrival lodging under PCS/TLE rules? Specifically trying to understand whether the 30 June payment should have reflected both member and dependent PCS travel per diem and how others saw TLE begin after arrival.
Appreciate any insight from finance/travel pay folks who have dealt with this as I feel like we shouldn’t be out of pocket for the lodging expense due to landing the same day even though travel was over 12 hours.
