How do people start Instagram thrift/export surplus clothing stores?

I’m planning to start a small Instagram-based online store where I resell surplus clothes/export surplus items/factory leftover pieces. Mostly affordable fashion pieces with good quality.
I wanted to understand how people usually start in this business.
Where do you find reliable suppliers or wholesalers for surplus/export items?
Do people source locally from markets or directly from factories?
How much investment is usually needed in the beginning?
Is it better to start with ready stock or pre-orders?
Any tips for managing sizing, shipping, returns, and customer trust on Instagram?
Also, how do you identify whether an export surplus seller is genuine or not?
I know many stores don’t disclose their sources, and that’s completely understandable and legitimate. But if anyone here has any general guidance, tips, or direction on how beginners can enter this business, I’d genuinely appreciate the help. Even mistakes to avoid would help a lot.
