How does force of reclamation and telekinesis discipline from Librariua Conclave stack in 11th specifically against strength 5 attacks?

Reclamation army rule goes as follows: "if the Strength characteristic of that attack is greater than the Toughness characteristic of your unit or your unit has the TITUS keyword, subtract 1 from the Wound roll." And Telekinesis gives a flat -1 strength to incoming attacks.

So, do i get the -1 to wound from force of reclamation ability because the original strength characteristic of the attack is 5 and then it's reduced to 4? Or don't I get it because of the order in which these stack?
