Civil defence work pay query

I work in local government for a relatively decent sized district council. In all of our contracts there is a line about participating in training and events for Civil defence. It is very broad and even states that this is not limiting to what may be required, this is fine.

My question is there is an expectation that if we end up being called in to work for an emergency that we just take time off in leu but there is no extra pay.

This is annoying and I want to understand what the legalities of this are if we end up coming in to help on a public holiday? They are clear we can say no but also it feels like a bit of a dick move...
