They just arrested someone behind the Wendy’s in Provo/orem area. Does anyone know what’s going on?

My husband and I both are physicians in an underserved area in the USA. We have to travel to India for a family situation in November for 3 weeks. Our work place is very cooperative and are willing to give us a letter saying we are essential workers and have patients scheduled to see when we come back. Is this is valid enough for us to get emergency H1B slots in India? Any help would be greatly appreciated.
