We have an (almost) 5-month old sprocker (springer/cocker) pup. It is our first dog and we've had him since he was around 2.5 months old. Training is generally going well, and inside he listens very well. However, outside he is too easily distracted and jumps after everything (a common issue as far as I know).

We used to walk him appropriate lengths of time, but he mostly pulls the leash the entire way. At the puppy training (we only did the first month so far, on a break now) they told us to not do this because it reinforces his pulling behaviour. Instead, we only practice walking/following besides walking to his potty spot close by the house.

Inside, this goes perfectly. Outside, in front of the door, he has a hard time and starts pulling. We try to practice following with treats, and changing directions 180 degrees every time he starts pulling, and just sitting calmly. He sometimes walks properly for short amounts of time (30 seconds), especially if he gets tired, and checks in by looking up, but most of the time he is too distracted. So needless to say, we never get anywhere on our walks.

Is this how it is supposed to be until he gets it? It just feels sad not really walking him anymore, apart from the same piece of pavement in front of our house. How do other puppy/dog owners do this in the pulling phase?
