I haven't received any offer as of now on COAP. Does it mean it is over for me in round 1 ?

Guys I just checked the cutoffs for CSE at IIIT Bangalore and I will probably receive the offer. The question I have is, is the seat acceptance fees the same as the first semester fees i.e 2,76,000 ? I am actually waiting for IIT and IIIT Hyderabad results as well which will probably come out after 20th May so if I pay fees for IIIT Bangalore and later I get some better institute from the above mentioned then will the fees be refunded back ?
