Seeking advice from the outliners: how do you handle being utterly, helplessly stuck in the middle of it?

Not remotely new to writing, extremely new to outlining. I've always written first drafts in a messy, chaotic blur of wordvomit, and fixed those bastards with a complete rewrite and a polish or two.

Not so with this one.

I've been working on this bad boy for over two years, spinning my wheels and making zero progress. Decided to try an outline. I genuinely believe that's the right track for this project, and I've sailed through 1/3 of an extremely detailed plan--

--only to stop dead, with absolutely no idea where to go from here. I know, broadly, where I want to end, but my brain cannot come up with a single step forward to bridge that gap and flesh out the rest of the plot.

Dedicated outliners of Reddit: what do y'all do in this scenario? Any special tips or tricks? Do I write the third of the draft I have planned and hope the forward momentum opens the floodgates?

Genuinely, bewilderingly stuck.
