Is this a WWI or WWII artillery shell?

It was dug up in a garden in South Wales in the UK in, approximately 1999. It remained caked in heavy Welsh mud until a couple of days ago when it was submerged in white vinegar for several hours. For added context the garden is only 9 km from what used to be Pembrey Munitions Factory (https://en.wikipedia.org/wiki/ROF\_Pembrey)

I don't know why but, to my uneducated brain, it feels like it is made from concrete.

Dimensions (cm) and weight (g) are indicated in the pictures.
