My dog was attacked by another dog last week in NSW. The other dog (large staffie cross) jumped the fence and bit my dog (toy poodle) around the neck while we were walking past on the footpath. I tried to get it to release (unsuccessfully) by punching it. It released when the owner came over and essentially lay on top of it. It's being investigated by the local rangers. My dog is recovering from its wounds and hopefully won't have any long term physical or psychological injuries.

I want the owner to pay the vet bill ($190) as a minimum but don't have their name, just where they live. What's the best way to obtain it?
