I’m self employed and pay quarterly estimates using IRS website. Back in January I sent payment and received confirmation which I saved. A month after submitting my tax return I received letter saying I owe penalty, interest and the amount I sent 9k. I went into my bank statements and see that amount was never withdrawn.

My question is what recourse do I have? They send me verification and then penalize me.
