i9-14900K, Windows only, getting EB.RH.LRH error, need working BaseSystem.dmg for Tahoe or Sequoia.

i9-14900K, B760, Intel UHD 770, Windows only

• CPU: Intel i9-14900K
• Mobo: MSI B760 Gaming Plus WiFi
• GPU: Intel UHD 770 (iGPU only)
• RAM: 32GB DDR5
• OS: Windows only, no access to a Mac

Getting EB.RH.LRH Err(0xE) when trying to boot macOS recovery from USB. BaseSystem.dmg was downloaded via macrecovery on Windows. I'm a newbie so my config.plist might have issues. EFI attached.

What I've tried:

• Multiple board IDs with macrecovery
• SecureBootModel set to x86legacy
• DmgLoading set to Signed

Any help appreciated!
