Guardrails

OK so. I work for a steel erection company. It was brought to my attention by one of my Foreman that our guard rails that we use aircraft cable for, is at 49 inches. Now that’s the top rail so I’m told that this is a regular practice. Mind you I haven’t been with the company that long, so I am figuring things out as I go and finding things out as I go. My question to all of my fellow, safety professionals: is there a letter of interpretation that Grizzley way on the guard rails for a future floor? I was told we did this so that when the floor is poured, then it would be within regulation and we don’t have to adjust the guard rail. I’m inclined because I don’t remember seeing a letter of interpretation or anything promotion that we are allowed to do this, but I’m inclined to tell my crew to do a soft barricade and if they don’t want to use that, then they have to redo the safety cable afterwards. I’m already being told by the field superintendent that he’s not gonna back down on this so I need to approach my CEO on this I guess. Am I correct? Am I thinking?
