Reviving Kumquat

I have had this dwarf kumquat tree for about 10 years. This past winter it lost all of its leaves over the winter - it had an explosion of mites and also got a bit neglected :( It had significant dieback but is now putting out leaves and looks like it is going to make it. In many places it has 3-4 new shoots where one branch used to be and also looks very unbalanced.

I am looking for advice for care in its current state. Should I prune it lightly or is any growth good growth this year? Should I fertilize it or wait until next year? Should I pinch any flower buds?
