Hello,
For Missouri, is it true that there is no penalty for transferring assets prior to applying for the Medical Assistance Spend-down program?

I was told that if someone has too much money in the bank to qualify for the spend-down, funds could be transferred before applying because there is not a 5-year look back.

Secondly, if you are enrolled in the spend-down, is it true that you only have to pay the spend-down amount on months when medical costs exceed that amount? Sorry if that question isn’t clear; I thought that’s what I understood after speaking with an advisor, but it sounds too good to be true so I just want to make sure I understood them correctly.
