I need help understanding how I am supposed to code and make my image png I have chosen for my background to fit the background and how to customise my cursor.

I am trying to code my own website, which neocities is great for and i am following this videos instructions, to which I found a time point where it shows this image:

I am trying. Very. Very hard to change the cursor to a personalized cursor and am failing MISERABLY AND I am trying very very very hard to make my background to fit the screen
It's supposed to look like this:
Kind of like the welcome home website! But personalised to my style! I have no idea how to change the website size to fit the screen (I want it to scroll down though, but not sideways, so it fits width wise but stretches downwards if that makes any sense).
If anyone can may I have some assistance?
(I am autistic by the way so it might take a few questions to understand your response, also I have no idea how reddit works and made this account strictly because research has not helped my issue)
