Greyhound with hip dysplasia

I’m new here and looking for some advice.
We are looking to adopt a gorgeous greyhound. He is roughly two and has come over from Dubai. He has an issue with his hips. I’ve been told it is either developmental or it’s from an injury. The issue is specifically that the hip joint is rubbing on the femur. We don’t know if he was a racer or not but suspect he may have been (he was found wandering in the mountains with a nasty wound).
My question is, has anyone had a rescue greyhound before with hip issues that required surgery? And if so, what was the cost? I assume he will need a specialist and given the issue is pre-existing he won’t qualify for insurance cover. We absolutely love him, as does our whippet, but we are mindful of not taking him on if financially it isn’t viable to get him what he needs to live a good life.
Rescue owners - how do you cover vet bills for pre-existing injuries? Are you all just paying out of your own pocket or do you have access to any support? We wouldn’t qualify with any means tested charity support as we are both full time employed and not receiving any benefits. Are there any charities out there that can help if costs get too high? Our adoption agency unfortunately doesn’t support with medical bills.
