I read that some people sent their demand letter to the service center which it’s being handled, but when I checked the email address of california service center it’s said on the USCIS page that it was discontinued since 2018! also to whom will I addressed the demand letter if I send it thru mail?

Does anybody experiencing this also, I’m a USC petitioning my wife from Philippines.
