I think Jouryuu's a reference to the SF2 Shoryuken (Rising Dragon Fist) getting mistranslated as "Sheng Long". Gamers got April Fooled by EGM into thinking there was a hidden character who looked like a palette-swapped Ryu and whose name sounded like Shenron 🐉.
