Is municipal composting worth it?

It seems like you need half the population of a city to participate in municipal composting to make a viable reduction in greenhouse gas emissions (after additional emissions from the extra trucks, bins, etc are factored in).

Also, are reducing landfill emissions even the biggest fish to fry when we could be investing in electric car chargers or green energy sources. Even if they generally reduce emissions, there is an opportunity cost associated with investing in municipal composting.

So, I am very skeptical of these programs, especially in more rural areas. Curious what everyone else thinks on whether they are broadly worth the cost and hassle?

What should I know about regarding congressional lobbying by the Chamber of Commerce?

Their lobbying budget makes the likes of AIPAC and the NRA look completely unserious. What are they up to? Just trying to keep the corporate tax rate low?
