16GB RAM on HP N40L

I recently picked up an HP Proliant Microserver Gen7 N40L to use as a backup TrueNAS server. I loaded it up with drives and put in 2 4 GB sticks of DDR3 as that was all I had on hand at the time. I was able to install TrueNAS 25.10 without issue. I wanted to upgrade it to 16GB, so I ordered some compatible 8GB sticks. But after installation, on boot and on the first page of the BIOS it shows only 8GB. TrueNAS also only sees 8GB. But the BIOS Northbridge page and dmidecode from within TrueNAS show the two 8GB sticks installed. I had already updated the BIOS to the "hacked" version that supports 16GB RAM, and I've cleared the CMOS with the jumper and by leaving it unplugged and removing the battery for ten minutes. I can't get it to use all the RAM. Anyone seen something like this?
