A new development card: The dragon

We have added a new card to spice up 6 player Catan called the dragon (it replaces a knight in the dev deck). When pulled it must be revealed but cannot be played until the next turn like any other dev card. The dragon has the ability to demote a city to a settlement, or destroy two roads. Now it can be counted if the player whom has been picked sacrifices 3 knights to kill the dragon (killing the dragon stops its ability). We are trying to balance the card. At first we played that the player picked must have 5 vp showing, and can kill the dragon if they sacrifice 2 knights. This felt kinda lame as it never really got used other than to kill knights. Now we increased it to 3 knights. Another idea we have had is that the number of knights to kill the dragon should be half the showing vp of the player picked rounded down (if the player whom is picked to be dragoned is at 7 showing vp they would have to sac 3 knights, but if at 4 would only have to use 2). What do people think? Open to other card ideas.
