Ballanitis and then bumps on penis?

I recently had balanitis for several months. I had a lot of dryness around my foreskin and a little bleeding at times because it was so dry. I finally found the right combo of anti-fungal creams, and the balanitis went away, but on the way out, I discovered bumps on my penis. The bumps generally come in pairs, and all appeared on what seems like the same day. They haven't grown, and it's been almost two months. They are located in the same area where my hand would wrap around when I masturbate, and nowhere else as far as I can see. I went to the health clinic, and the doctor looked at it and said it was genital warts. They don't look like warts to me, and I haven't had sex with anyone besides my GF. I realize that warts can be dormant for a long time, but the only other person I've had sex with in recent years was my wife of over 20 years. This looks like mc to me. There's no itching or any other type of symptoms; they're just there. Has anyone else had something like this? Particularly, the fact that they are in pairs. That's really odd. I feel like I picked up MC from a public restroom door handle and transferred it to my penis when I went to use the urinal. The other thing I noticed was that they seem to get a little larger after I shower, then return to small bumps within 30-60 minutes.
