Can I (30f) get custody of my brother (3m) after my father died?

Location: Texas and Maine
It has been a bit over a year since my father (46m) passed away unexpectedly. He had my half brother later in life. My half brothers mother is still alive, but she is on dru*s among other things. Her daughter, who my dad also raised before he passed, was recently placed on emergency guardianship with her (the daughter) grandma. Its a big mess of a situation. Ive given her (my dad's ex) over a year to get her life together and she's only gotten worse. I want to know if I can get custody or even guardianship of my brother at the very least. I am married and already have one child. A 5 year old girl. I live in Texas though, and my brother is in Maine. Any advice and insights would be greatly appreciated.
ETA: my brother does not live with his mother. She gets him maybe a few hours once a week. He has been bounced all over the place to her daughter father's (who's also my dad's cousin and also on dru*s), her youngest sons family, all over the place.
