So I realized that in The Lost and Damned, in the missionKnowing Me, Knowing You you hear from the bug in the car that Niko got from the closeted gay major that he shouts and fires the CZ 75 which is only avaiable in TLaD.

Given that both the DLCs and base game takes place around the same time, why can't Niko access TLaD or TBoGT guns and vehicles such as the APC and Buzzard?
