I got the first Cutlass (eventually enchanted to Restorative) to silver before Tempest Bravo. Tempest Bravo gave me the Fiery Cutlass. I picked the Icy Crow's Nest from Pearl's Dig Site. The Obsidian Cutlass was a silver Obsidian Stretch Pants from Crash Site, upgraded to gold with the Resonance Crystal, then upgraded and transformed with Echo Crystal to an Excellent Vintage before Mandala turned it into an Obsidian Cutlass for me.
