Moisture caused bumps on plywood

Hi everyone

I made a tabletop for my sit stand desk with birch plywood and finished with osmo polyx 3032 satin.

It has been a week since then and I had no issues with surface of it.

Yesterday I left empty glass cup after I had some beer and that area has slight bumps.

Cotton coaster that I use seems to became damp from condensation.

Is it okay to sand the problem area and re apply osmo polyx? or should I need other process before sanding down the problem area?

Here is the photo of that area. Hard to see it in photo but I can feel the fibers(?) has been raised up .

This is my first time buying plywood and finishing it. So I tried to do it on the opposite side first to learn how should I do it.

It took 2 weeks to sand the first surface really smooth to touch and applied 2 coats of osmo, and I let it cure for 3 more weeks. after that flip it to the other side and repeat.

At that time when I checked the other side before sanding it was really rough. Both sides was smooth when I bought it. Maybe humidity has affected the wood?

Sanding this side took much more time because wood fibers keep getting raised up after sanding and it poked my finger.

Was taking so much time to add finish on plywood has affected the wood surface too?

Please give me some advice.
